joe_7399 I am having the same issue with an Ipad Air. The same message and everything. I followed the link above 'If you can't update or restore your iphone ipad or ipod tocuh - apple support. This method does not put the ipad into recovery mode, it just restarts it and then after the apple logo appears and I continue to hold the buttons, finally the enter password screen appears and then goes black after 5-10 seconds. The restore screen never comes up. After holding the buttons for at least 2 minutes, I then just tried to enter the passcode, then it takes me back to the same screen saying data recovery cannot be completed.
